When you look at the list of items the USAID money paid for, it becomes obvious that those entities were not the end beneficiaries. We had evidence from professional's time reports that there were at least 24 projects for which significant time had been spent over months, but no revenues recorded.
The official came up with a semi-plausible (but undocumented) explanation for the first one; then on the second, came up with another explanation. After about 8 or 10 "explanations", everyone in the room understood what was going on, and they simply, fraudulently, had not billed them (on the books) (the visible/purported books). Yet we went through all 24 projects. The official was scraping the barrel to come up with explanations, which became increasing far-fetched, and then amusing, and ultimately hilarious. By the end, despite the gravity of the situation, everyone in that room could not help openly laughing with some degree of appreciation for the official's "creative" attempt to explain things away. But justice was ultimately served.
Government workers have two problems. One: They have long labored under the erroneous belief that they can operate the government as their own personal fiefdom. Two: We the Taxpayers have found out. (And it’s worse than we thought.)

We had a serious group meeting to question the officers about why revenues from different projects (I'm putting this in generic terms for 'discretion') they were performing were not recorded. We had evidence from professional's time reports that there were at least 24 projects for which significant time had been spent over months, but no revenues recorded.
The official came up with a semi-plausible (but undocumented) explanation for the first one; then on the second, came up with another explanation. After about 8 or 10 "explanations", everyone in the room understood what was going on, and they simply, fraudulently, had not billed them (on the books) (the visible/purported books). Yet we went through all 24 projects. The official was scraping the barrel to come up with explanations, which became increasing far-fetched, and then amusing, and ultimately hilarious. By the end, despite the gravity of the situation, everyone in that room could not help openly laughing with some degree of appreciation for the official's "creative" attempt to explain things away. But justice was ultimately served.

Will look forward Little Barbi’s next excuse as to why the Epstein files won’t appear.
Here’s the issue as I see it.
Government workers have two problems. One: They have long labored under the erroneous belief that they can operate the government as their own personal fiefdom. Two: We the Taxpayers have found out. (And it’s worse than we thought.)
