Don't disagree. We cannot give away money we don't have any longer. This is especially true today. The nitwits who dole out this money do so like it is monopoly money or something. We have given so much money away over the decades rather than making loans, it's just criminal. Hell, we could have bought most of the countries we gave aid to by now.
