When you have only one company capable of building a submarine and only three or four capable of building todays military aircraft, the government does not have the upper hand on any part of the process. Competition can fix this. Congress has to stop the huge companies from buying the little ones.
Not sure I totally agree with your comment. There is competition in military contracts, but the capital investment in designing, testing, and building something as complex as a new generation fighter or missile system is immense which keeps the little guys out of the mix. Where the little guys can succeed is in the area of sub-systems within the main contracts. The fact of the matter is that relying on government contracts is a feast or famine type existence for military/government contractors which will always keep the field of players to a smallish number.
Reddog is correct ; defense mega contractors are to blame for the financial disaster that is the federal government today . Let competition keep the contenders smaller , honest , and innovative.
